Evalueringen har sett på implementeringen av konsentrasjonspolitikken i perioden 2013-2018 og måler graden av konsentrasjon fra 1999.

Konsentrasjon i utviklingspolitikken handler om prioritering: Prioritering av tema, land og partnere. I 2013 bestemte den norske regjeringen seg for at det skulle gjennomføres geografisk og tematisk konsentrasjon av norsk bistand.

Senere ble det også besluttet å redusere antall avtaler og partnere, som et ledd i dette arbeidet. Tanken bak er at ved å fokusere på færre tema, områder og partnere kan forvaltningen bedre følge opp den bistanden som gis, og på den måten bidra til bedre resultater.

Evalueringen har undersøkt hvorvidt forvaltningen har oppnådd konsentrasjon av tematiske områder, land, partnere og avtaler, og om dette har gitt bedre forvaltning av bistanden. Evalueringen diskuterer også om det er sannsynlig at disse endringene vil gi bedre bistand og identifiserer tiltak som kan innføres for å kunne oppnå ytterligere konsentrasjon.

Evalueringen er gjennomført på oppdrag av evalueringsavdelingen, av det belgiske konsulentselskapet ADE, i samarbeid med norske Scanteam.

Description of the evaluation

The evaluation looks at the implementation of the concentration policy during the period 2013-2018 and measures the degree of concentration since 1999.
Within development policy concentration concerns prioritisation: To prioritise themes, countries and partners.

In 2013, the Norwegian government decided that Norwegian aid should be concentrated geographically and thematically. Later it was also decided to reduce the number of agreements and partners, as part of this effort. The idea behind this is that by focusing aid on fewer themes, areas and partners, the follow up of the provided assistance may be improved, and thereby contributing to better results.

The evaluation has assessed whether the administration has achieved concentration of thematic areas, countries, partners and agreements, and whether this has contributed to better management of aid. The evaluation also discusses whether these changes are likely to provide better assistance and identifies measures that can be implemented to achieve further concentration.

The evaluation was carried out on behalf of the Evaluation Department, by the Belgian consultancy ADE, in collaboration with the Norwegian firm Scanteam.
