Blind Sides and Soft Spots – An Evaluation of Norway's Aid Engagement in South Sudan

Evalueringen har sett på Norges innsats i Sør-Sudan i tidsperioden 2011-2018 (med tilbakeblikk til 2005). Den har vurdert effekten av norsk innsats, om engasjementet har vært samstemt, konfliktsensitivt og tilpasset til konteksten, og hvorvidt Norge har bygget engasjementet på lærdommer fra tidligere. Formålet med evalueringen er å bidra til både læring og ansvarliggjøring.

En stor del av Norges støtte går til land preget av konflikt. Slik støtte krever andre tilnærminger enn støtte til mer stabile land. Fordi utfordringene er sammensatte kan det være behov for å støtte fredsbygging, humanitær innsats og langsiktig utviklingsarbeid på samme tid. Tidligere evalueringer har påpekt at god kunnskap om kontekst og bruk av denne for å tilpasse bistanden er avgjørende for at bistanden skal bli god. På bakgrunn av dette har evalueringsavdelingen satt i gang evalueringer av den samlede norske støtten i noen slike land for å se i hvilken grad kunnskap om konteksten har bidratt til å tilpasse engasjementet. Evalueringen fra Sør-Sudan er først ute.

Evalueringen er gjennomført av det danske konsulentselskapet Tana Copenhagen, i samarbeid med Chr. Michelsens Institutt (CMI) og Overseas Development Institute (ODI), på oppdrag fra evalueringsavdelingen i Norad.

Description of the evaluation 

The evaluation has looked at Norway's engagement in South Sudan during the period 2011-2018 (with a look back to 2005). The evaluation has assessed the effects of the total Norwegian engagement, considered whether the engagement has been coherent and conflict sensitive and assessed how the Norwegian engagement has been adapted to a changing context. The purpose of the evaluation is to contribute to both learning and accountability.

A considerable amount of Norway's support goes to conflict-affected countries. Such support requires different approaches than support to more stable countries. Because the challenges are complex, there may be a need for peacebuilding, humanitarian aid and long-term development assistance at the same time. Previous evaluations have pointed out that good contextual knowledge is crucial for robust development aid. On this background, the Evaluation Department has initiated evaluations examining overall Norwegian support in selected countries in fragile situations. The evaluation of the Norwegian engagement in South Sudan is the first of these.

The evaluation was carried out by the Danish consulting company Tana Copenhagen, in collaboration with the Chr Michelsen Institute (CMI) and the Overseas Development Institute (ODI), on behalf of the Evaluation Department in Norad.
