Country Evaluation Briefs

Country Evaluation Briefs (CEB) present systematically collected knowledge about the overall international aid efforts in a country.  

Since 2016, the Evaluation Department in Norad has produced reports that systematise existing evaluation findings on international assistance to Norway's partner countries. 

The reports are produced by the Chr. Michelsen Institute (CMI) (the first six) and Particip GmbH (the rest, six of which in collaboration with Menon Economics). 

The purpose of the reports called Country Evaluation Briefs (CEB) is to present systematically collected knowledge about the overall international development assistance efforts in an easily accessible way.  

Each CEB is based on findings from evaluations carried out by various institutions such as bilateral and multilateral organisations, research institutions and consulting companies. Overall evaluations with a focus on long-term, strategic efforts and program support are given priority over evaluations of more short-term project support. 

An evaluation portrait is also produced for each report. This consists of short summaries of the underlying evaluation reports and links to these. The portraits are also updated after the relevant CEB has been published, in order to collect and make available new and relevant evaluations about the country. The last five evaluation portraits will be updated in 2021.
