Ukraine: Keeping the lights on and houses warm during winter

During the winter of 2022, around half of Ukraine’s power transmission grid was damaged or destroyed by the war. While utility workers have kept Ukraine’s electricity grid operational, as winter temperatures drop again during the second winter since the full-scale invasion, targeted Russian attacks have resumed.

Norway supports Ukraine in strengthening their energy security through the European Bank for Reconstruction and Development (EBRD). The EBRD in turn cooperates with the two state-owned energy companies Ukrenergo (electricity) and Naftogaz (gas) with a long-term perspective.

In 2023, the European Bank for Reconstruction and Development provided Ukrenergo a loan of 150 million Euros, with backing from Norway. The funding supports the continued functioning of the power transmission infrastructure and uninterrupted operations of Ukrainian electricity generators, including renewables. This helps provide power to Ukrainian households and is vital for Ukrainian energy independence.

The war in Ukraine has also severely damaged the Ukrainian gas production and processing facilities. Norwegian funds have enabled the European Bank for Reconstruction and Development to grant Naftogaz with a financing package of almost 700 million Euros. These funds help Naftogaz build up strategic gas reserves and procure natural gas for the winter to compensate for the loss of natural gas production.

Since February 2022 Norway has contributed with around 3,5 billion NOK to the European Bank for Reconstruction and Development’s Crisis Response Special Fund in support of Ukraine.
