This is an evaluation of the Norwegian support to the fisheries sector under the cooperation between the UN Food and Agriculture Organization (FAO), the Norwegian Institute of Marine Research and Norad, focussing on the assistance through the research vessel Dr. Fridtjof Nansen (DFN).

The Nansen cooperation has taken place in several phases since 1975. The evaluation covers the period 2006-2022. The current phase "EAF-Nansen-programme" (2016-2021) succeeds the "EAF-Nansen-project" (2006-2016), and aims to assist partner countries in developing sustainable fisheries management to contribute to poverty reduction and improve food security .

The purpose of the evaluation is to assess the results of long-term professional cooperation in the fisheries sector and recommend improvement and learning points. The evaluation assesses the collaboration's relevance, goal acheivements, administration, coherence and sustainability. The evaluation is based on data collection through document analyses, interviews and surveys, and has been carried out by the Swedish consulting firm Niras AB on behalf of the Department for Evaluation in Norad.
