The main objectives of the evaluation were:
- To make an assessment of the outcome of Norwegian development cooperation with Nicaragua during 1994 to 1997.
- To assess to what extent the agreed strategy for cooperation with Nicaragua has been implemented, and
- To assess to what extent the strategy has been conducive in giving guidance and served as a management tool for the cooperation.
