Rapporten tar for seg den norske innsatsen på Haiti etter jordskjelvet 12. januar 2010. Målet er dels å vurdere effekter av den norske innsatsen, dels å lære av erfaringene til nytte for norsk innsats ved framtidige humanitære katastrofer i andre sårbare stater.

Hovedrapporten (Volume 1) presenterer evalueringens viktigste funn, konklusjoner og anbefalinger. Volume II gir utfyllende informasjon med mer detaljer om den norske innsatsen og om evidensgrunnlaget som ligger til grunn for rapporten.

Presentation of the evalution report - English

This evaluation looks at the Norwegian assistance to Haiti after the earthquake with a two-fold purpose. First, it looks at the effectiveness of Norwegian assistance to Haiti. Second, the evaluation seeks to improve future Norwegian development assistance in comparable situations elsewhere by It does so by extracting lessons on the ability of the Norwegian aid delivery system to manage knowledge and to navigate in complex political and institutional dynamics.

Volume I presents the main report. Volume II provides additional details on Norwegian assistance and the evidence base for the evaluation’s findings and conclusions.

The two policy briefs extract lessons from the evaluation considered of general interest. “Flexibility” discusses Norway’s recognition of being a ‘flexible’ donor, seeing it as a two-edged sword, and argues that flexibility must be combined with structure to enable learning, develop strategies with more realism and better synergies, and promote accountability. “Fragility” applies lessons learned in Haiti of relevance for Norway’s collaboration with other fragile states.
