The report concludes that development assistance will not by itself solve the Israeli-Palestinian conflict, end the occupation, remove the biggest hindrances for development or secure a strengthened democracy and political legitimacy in Palestine.
Development assistance could however improve the conditions for reaching a negotiated solution, strengthened democratization and the realization of human rights.
Without complementary support from other relevant foreign policy measures, many development interventions will not be sustainable and at worst only remain emergency relief.
