Background

The International Association of Women in Radio and Television (IAWRT) is a global organisation formed by professional women working in electronic and allied media. Their mission is to strengthen initiatives towards ensuring that women are an integral part of programming and enhance the impact of women in media. The network consists of 12 chapters and nearly 500 members in 57 countries. Most of IAWRT’s members are practicing journalism, but some are also media researchers and teachers of journalism.

IAWRT has been a member of FOKUS since 1997, and has received financial support from NORAD, through FOKUS, since then. In 2015 FOKUS and IAWRT entered in to a new program-agreement for the period 2015-2018 with a yearly allocation of approx. 1, 7 mill NOK.

Purpose/objective

The purpose of the evaluation is to identify and assess the network´s organizational structure and capacity (structure, strategy and operation) in view of their programmatic and organizational goals and sustainability

  • Analyse the consistency of the organization, its structure and strategies in relation to its proposed goals, pointing out strengths and weaknesses.
  • Analyse the sustainability of the organization and the organization´s work, including organizational structure and financial situation
  • Identify best-case examples
  • Make recommendations on how IAWRT can strengthen it's role and functioning, both with regards to organizational structure and the potential in fulfilling their mandate and goals

The evaluation will be organizational and process-oriented, with a primary intention of improving the structure and sustainability for the network.

Methodology

  1. A desk study of relevant organizational and programmatic documents
  2. Following IAWRT on the webpage and activities in social media

    Interviews with: IAWRT’s International Board (IB) members and some previous members; IAWRT’s virtual secretariat; The program advisor from FOKUS; Additional board members from Kenya, India, Uganda and Norway; Stakeholders from other organizations working in related fields in India, Kenya and Uganda
  3. A survey addressed to all members, with four reminders
  4. Field trips to Kenya and India to review their contribution in fulfilling the goals of the FOKUS funded program “Women’s Participation for Gender Equality in the Media” and identify best-case examples/practices that the whole organization can learn from.  

 

Key findings

About the FOKUS- programme: IAWRT has a wide range of activities, from networking and training for members, to information and advocacy on a broad range of highly relevant issues for women across the world.

Through these activities IAWRT has undoubtedly built capacity among many women in the South and continues to build bridges and strengthen global solidarity between media women. However, due to new criteria from main funder FOKUS and the introduction of a results matrix, IAWRT priorities have on paper been directed towards advocacy in the national broadcasters in three pilot countries in Africa.

This priority is not reflected in the approved budgets and neither do they seem to be communicated clearly to the organization. The framework of a results matrix may help IAWRT in necessary strategic planning, to run projects effectively and document results. Unfortunately it seems FOKUS’ interpretation of the current matrix does not reflect the diversity of IAWRT activities, as thus it seems the IAWRT is being monitored solely by the work they do with the national broadcasters in the three countries. Neither does it grant IAWRT space to work with FOKUS’ prioritized target groups of “particularly marginalized women”.

Make a clear organizational structure – outlining how responsibilities   are divided between the IB, the secretariat, the committees and the chapters.   A comprehensive communication plan should be in place, making sure members   are updated on the developments of the organization. Also make sure the   Communications Officer always receives the last edited version of internal or   official documents to put in a logically structured online archive that will   serve as IAWRT’s memory.

 

 

 

 

 

 

 

 

 

1: We have an organisational schedule that is being updated, since the   setting up of the Organisational Development Committee in 2017 by the   previous Board. Committee is responsible for working on organisational   development (page 10 on website in the   guidelines, that needs to be update – to be finalised at the regional   conference)    

2: A Code of Conduct document has now been drafted. It was also   discussed at the recent Biennial in Manila during the members meeting.   Document for internal use, and to present ourselves to   possible external funders.   3: IAWRT-Tanzania working on a communications policy for the organisation,   supervised by the Communications committee made up of the Secretariat and   Board Secretary.

4. web journalist has managed the creation of new sections  according to type in online publications   and member downloads to make more logical and easier to find.

Starting point is the   existing structure scheme mention in recommendation 1. This map will be   updated and developed to include more substantial information about what the   different chapters are doing and contact information. And this assignment has   been given to the web journalists in cooperation with the communications   committee and secretariat. A welcome/communications kit has already been   given to all chapters. November 2017 (on paper and a print ready pdf) IAWRT is currently in the process of   developing a communications policy in cooperation with IAWRT-Tanzania   chapter.

Implemented already:

- Opened social media platforms for external consumption. Facebook   Group made public (Jan 2018)   - We have international members online room where internal documents are   published such as board meeting minutes   - New quarterly e-newsletter for members (reintroduced)

- Secretariat participate in monthly Board meetings

- One of the IAWRT chapters (Tanzania) formulating IAWRT’s   communications policy  

«Make sure budgeting match the priorities as stated in the matrix –   and create systems for documenting results achieved through external   collaborations and funding».

 

 

 

 

 

 

 

 The meeting between the Norway Chapter and FOKUS   took place in Spring 2017 during the evaluation.

(It was to help understand the indicator scheme,   which is part of the results matrix). A revised   result Matrix with Fokus was put up to sharpen the tool for measuring our   results. This new Matrix corresponds better with the activities IAWRT   actually conduct – and will make the report to FOKUS more accurate. Norad has   approved the new matrix. The new matrix is being implemented in the reports and communicated to   members. A new post on the budget for 2018 is added – “Advocacy indigenous   women & media”. Money moved from meetings to activities. Pilot countries   have all had indepth workshops in Gender Mainstream – resulting in ongoing   processes that all has to be followed up. We plan to extend the project   further - to all chapters. 

Chapters attending project will report on progress.

Disseminate the IAWRT productions more widely,   starting with making them available through the web site.

 

 

IAWRT continues to disseminate productions widely.   - Long documentaries screened worldwide at film festivals, broadcasting   stations and in 2017 alone The Velvet Revolution Film had at least 50   screenings in different parts of the world, including inside the United   Nations.   - Safety training handbook widely promoted available through the website for   free plus distributed to all 12 chapters, some individual members plus   distributed to stakeholders such as FOKUS, UNESCO, EJN, NUJ, RSF, IWMF etc
