The purpose of the evaluation is to examine the impact of Norwegian humanitarian assistance upon the continuing civil war and efforts to achieve peace and reconciliation in the country. Attention will be focused on the extent to which humanitarian assistance has been able to relieve distress, hunger and suffering, and on the effect of the aid on various parties' willingness to seek peace and reconciliation.
