The Norwegian government has put considerable resources into prevention and control of HIV/AIDS since the late 1980s. In 1990 a Special AIDS Grant (SAG) was instituted by the Parliament. This is an evaluation of the Grant, inccluding an assessment of relevance of possible strategies for the future.

The main purpose of the evaluation was to provide basis for the Ministry of Foreign Affairs (MFA) decision on the possible continuation of the Grant. The evaluation should analyse the use of the Grant in relation to guidelines, Norwegian development policies and recommendations from the World Health Organisation (WHO).

An important evaluation-objective was to find out if the Grant had contributed to increased emphasis on HIV/AlDS-considerations in Norwegian assistance generally; advantages and disadvantages of the Grant-arrangement in relation to ordinary channels and what difference if any - its existence has made, particularly in partner countries.

The purpose of the evaluation was to use data from i.a country' studies - studies which were based among others on assessments of selected individual activities, to validate general conclusions and recommendations on future Norwegian HIV/AlDS-assistance, including its management and administration.
