The Project
The Ministry of Foreign Affairs and the Norwegian Concert Institute (NCI) have since 2002 had two consecutive 3-year framework agreements on music cooperation between Norway and India. The agreement contains the planning and implementation of a long-term cooperation in the field of music. The main objective is to further develop the existing music cooperation between the two countries with a special focus on strengthening and building competence and develop institutions in the field of music. The cooperation is open to different kinds of music, and should prioritize young musicians. NCI is responsible for identifying partners in Norway and India and make the agreements in both countries. The current agreement (2004-2007) has had a yearly budget frame of NOK 750 000. The first varied between 350 000 and 580 000.

Interesting Findings

  • The music cooperation with India has shown good results worth building on in a future long-term perspective. However, there is room for improvement in several areas.
  • The cooperation has resulted in higher financial contribution to the activities from both the Norwegian and the Indian side than what was agreed through the framework agreements. It is however difficult to get a total overview of the finances in the cooperation. Requirements for better economic reporting should be introduced.
  • Large expenses are attached to the travels of the musicians. Better use of resources can be achieved through combining activities resulting in each activity to be made better use of and available for more people.
  • The choices of partners in India seem satisfactory, whereas the choice of partners in Norway has not contributed to lasting relationships. The cooperation on the Norwegian side is centralized in NCI and involves to a lesser degree other actors. The choice of Norwegian partners should be looked at again and more partners should be involved.
  • The cooperation is perceived as positive by the partners. However, more emphasis should be put on equality and balance between the countries in the whole process.
  • Plans and budgets are today mostly made for one year. The cooperation between partners in different countries function better when developed over time and the agreements should thus have a longer timeframe, be more predictable.
